Council Approves Pursuit of Additional Property Interests for Larger Water Quality Pond

On May 19, 2026, Adam Prior, deputy director and chief engineer for Greeley Water & Sewer, updated Greeley City Council on the 12th Street Stormwater Outfall project. In a 7-0 vote, Council approved the next step to pursue additional property interests along the pipeline routes. These property interests are needed to build a larger water quality pond, meet state regulations, and protect the Poudre River. Council also approved pursuing additional locations to discharge 100-year stormwater flow from downtown Greeley. The properties are near 2nd Avenue, include a Highway 85 crossing easement with CDOT, and involve utility easements on Leprino Foods Company property.

These acquisitions are needed to support the project moving forward and to improve stormwater capacity from a 10-year flood event to providing 100-year flood resiliency. The project is intended to reduce flood risk, improve public safety, protect downtown from storm impacts, and expand regional water quality treatment capacity from 6 acre-feet to 15 acre-feet to help meet current and future state water quality requirements. Estimated acquisition costs range from $1 million to $1.3 million for properties south of the existing undersized water quality pond on 2nd Avenue, plus an estimated $50,000 to $60,000 for additional pipeline easements.
