Council Work Session Presentation - October 28, 2025

The City opted in to Proposition 123, which provides state funding for affordable housing. To qualify, the City must expedite review of affordable housing developments. Additionally, the City recently adopted the Housing for All Strategic Plan, which supports the vision for expedited review and encourages relaxing development standards to incentivize affordable housing. The drafted Development Code amendment seeks to codify the City’s expedited review process for affordable housing and relaxes several Development Code standards to encourage deed-restricted affordable housing, especially near existing public transit, parks, and recreational amenities.
