On May 6, 2025, the City Council approved the issuance of Certificates of Participation by Ordinance No. 15, 2025. This ordinance stipulates that the City Council must determine the real property to be added to the Site Lease and the Lease as Leased Property. The original property pool was approved with Ordinance No. 15, 2025.

The properties to be added are limited to those set forth in the Property Pool unless the City Council adopts a resolution authorizing additional or different real property.

Prior to issuing COPs, title work must be completed for each property subject to the lease. During the due diligence process, it was determined that the parcel on which the Recreation Center and the Union Colonoy Civic Center (UCCC) are built, is also combined with the Active Adult Center. The Active Adult Center is currently not approved in the list of real property for the Site Lease and the Lease as Leased Property.

Under the authority delegated to the City Manager by Ordinance No. 15, 2025, the Active Adult Center has been identified as a suitable addition to the Property Pool. This addition will allow for the use of the Recreation Center and the Union Colony Civic Center (UCCC) to finance a portion of the Eligible Costs associated with the Certificates of Participation.

The amount of property value is limited to $115 million and properties beyond this value will not be included in the financing arrangement. The updated property pool is attached to this report. Also attached is the list of properties used for each tranche.
