City Council Approves Development Services Agreement for Downtown Civic Campus

Greeley City Council approved a Development Services Agreement (DSA) with Richmark Vertikal, LLC on Tuesday, August 4. The agreement names Richmark Vertikal as the City's development manager for the public parts of the project. It replaces the predevelopment agreement approved in 2025 and starts the process for final design, financing coordination, construction planning and project management.

This agreement covers several public improvements, including:

  • A new City Hall and civic plaza
  • An approximately 815-space parking garage
  • Site work and utilities to support the new Greeley-Evans School District 6 administration building
  • Other infrastructure needed to serve the area

Approving the agreement does not approve financing or changes to the project budget. Those items will return to City Council for separate public review and approval.
