Outcome from Special City Council Meeting on July 14

Last night (July 14), council moved to adopt a resolution reaffirming its commitment to constructing a new City Hall as an integral piece of the Civic Campus Project. The resolution was approved by a 6-1 vote as it was presented, authorizing staff to pursue Certificates of Participation (COP) issuance. The next step is for council to approve the appropriation of funds for the construction of the new city hall and issue COPs at a council meeting in September.

The current financing schedule anticipates:

  • September 2026: COP ordinance and appropriation
  • October 2026: Credit ratings and posting
  • November 2026: Sale of COPs and receipt of funds
