The City of Greeley has kicked off a Housing Needs Assessment and Housing Action Plan. We'll be looking at what types of housing we need today and in the future to help determine what types of programs and policies we could adopt to encourage the housing that we need for our residents. By the end of this assessment, we'll have an idea of what housing types, sizes, price points, and locations could serve Greeley residents from all walks of life. The project has two parts:
- A Housing Needs Assessment to see the demand for all housing types in the city, focusing on affordable and attainable housing.
- A Housing Action Plan: A strategic roadmap that identifies policies, programs, and implementation steps a community could take to address its housing needs, increase housing affordability, and expand housing opportunities for current and future residents, based on the results of the housing needs assessment.
Why study housing in Greeley? 
Housing touches everything and everyone in a community. Studies show a link between stable housing and positive lifelong outcomes for children. Studies also show that housing challenges affect people with lower incomes, older adults, people of color, and individuals with disabilities more.
Safe and affordable housing impacts an area's traffic, commuting, diversity and quality of life. Upscale, mixed-use housing is also important to attract top talent in the workforce. As Greeley grows rapidly, it is essential to know what type of housing the community will need.
The City is partnering with Interval, LLC to lead the effort.
Building on Your Feedback: Housing Progress Since 2023
Many residents may remember participating in the City's 2023 Housing Needs Assessment. Thanks to your feedback, that effort led to meaningful changes that continue to shape the future of housing in Greeley.
During the 2023 engagement process, residents made it clear that Greeley needed more housing options at all income levels. You also emphasized the importance of creating programs and policies that not only increase the supply of housing but also help current residents remain in the community they call home.
Your input directly influenced the creation of the Housing Solutions Department, a dedicated City department focused on expanding housing opportunities and improving housing affordability. The department works to develop programs and policies that make it easier to build housing, partners with developers to encourage new residential development, and administers federal and state funding to help bridge the gap between the cost of building homes and the price at which they can be sold or rented affordably.
Since its creation, the Housing Solutions Department has:
- Invested $4.7 million in gap financing for affordable housing development.
- Helped create 93 new affordable housing units.
- Invested $124,018 in down payment assistance
- Assisted 22 households with purchasing a home through down payment assistance.
The 2023 Housing Needs Assessment also led to the development of the Housing for All Strategic Plan, which was unanimously adopted by City Council in 2025. The plan serves as the City's roadmap for addressing housing affordability by identifying policies, programs, and strategies that will be implemented over time to expand housing choices and improve affordability for current and future residents.
Looking Ahead
While we've made significant progress, our work is not complete.
Housing needs continue to evolve as Greeley grows. Since the original Housing Needs Assessment was completed, our community has experienced changes in population, housing costs, development trends, state legislation, and economic conditions. To ensure the City is making decisions based on current information, we are updating our Housing Needs Assessment and preparing a new Housing Action Plan.
The updated Housing Needs Assessment will provide a current understanding of Greeley's housing market, identify existing and future housing needs, and evaluate barriers to housing production and affordability. The Housing Action Plan will build on those findings by outlining the specific policies, programs, and implementation strategies the City will pursue to expand housing opportunities and improve affordability over the coming years.
Once again, we invite you to join us in this important process. Your input helped shape meaningful progress in 2023, and your participation will help guide the next chapter of housing in Greeley.
