Crews Expect to Finish Phase 4 Water Service Line Inspections in June 2026

City of Greeley contractors complete hydro-excavation (potholing) so they can visually inspect a residential water service line. Since November 2025, crews have been inspecting water service lines in the Phase 4 project area. This area includes properties generally located between 14th Avenue and Highway 85 and 13th to 22nd Streets. They use hydro-excavation, also known as “potholing,” to dig a small basketball-sized hole near the water meter, and physically inspect water service lines to identify the material type.

As of May 28, 2026, crews had inspected 1,031 of the 1,165 scheduled service lines, which is 88% of the total. They expect to finish all Phase 4 inspections in June 2026.

About 14% of the inspected service lines will need to be replaced because they were identified as lead or as galvanized iron or steel that may be connected to an older lead line.

So far, 163 water service line replacements are planned in Phase 4:

  • 134 on the private side
  • 14 on the public side
  • 15 on both the private and public sides


Office of Archaeology & Historic Preservation Gives Thumbs Up

In addition, on May 21, 2026, the project received approval from the state's Office of Archaeology & Historic Preservation (OAHP) to continue investigation work in the Phase 5 project area made up of all remaining properties within City boundaries. This approval is important because it allows contractors to keep working on all remaining unknown water service lines connected to the City of Greeley Community Water System.
