Phase 3 Replacements Completed ~ April 2026

Between September 2025 and March 2026, crews replaced 172 water service lines identified as lead or galvanized steel that had historically been downstream of possible lead lines. All this work took place within the planned Phase 3 project area. About 12% of the unknown water service line segments in Phase 3 qualified for replacement.

Most water service line replacements are completed by directional drilling, which allows crews to install a new copper service line while removing the old lead line at the same time. In some cases, crews use a method called “pulling” to complete the replacement. Careful coordination with homeowners, property-specific approvals, phased scheduling, street closures, and skilled contractors helped keep Phase 3 on schedule. The Phase 3 replacements were completed in April 2026.
