What is the West Greeley Community Subarea Plan?
The West Greeley Community Subarea Plan is a long-range visioning and planning effort that will guide how West Greeley grows over time. It will address land use, urban design, housing, transportation, public spaces, environmental stewardship, and more—resulting in a comprehensive plan and development code that reflects community values and shapes future development.
What is a form-based code, and how is it different from traditional zoning?
A form-based code focuses more on the physical character of development—how buildings relate to streets and public spaces—rather than just the use of the land (e.g., residential or commercial). This approach supports walkable, mixed-use communities that are visually cohesive and people-friendly, encouraging more integrated and inclusive neighborhoods.
How will this plan affect current residents?
The plan aims to enhance quality of life for existing residents by promoting thoughtful growth, protecting community assets, expanding housing choices, and improving infrastructure and public amenities. Community input is essential to ensure the plan supports current residents’ needs while accommodating future ones.
Will this plan replace Downtown Greeley as the city’s core?
No. This plan is designed to complement and build upon Downtown Greeley, not compete with it. West Greeley will be planned as a distinct yet connected area that strengthens the city as a whole, aligning with broader goals for regional prosperity and balanced growth.
Who is leading this effort?
The City of Greeley is leading the project in partnership with Able City and Speck Dempsey, along with urban designer Jeff Speck, known for his work on walkable, people-centered cities. The process is also guided by input from local residents, stakeholders, and technical experts.
Will this plan require immediate construction or redevelopment?
No. The plan is a long-term guide that will shape how growth occurs over the coming years and decades. It provides a clear framework for decision-making, infrastructure investment, and zoning updates, but implementation will happen gradually.
What role does housing play in this plan?
Housing is a major focus. The plan supports mixed-income and diverse housing types to ensure that West Greeley is inclusive and accessible to people at all income levels, ages, and life stages.
How will the plan address transportation and mobility?
Mobility is central to the plan. It promotes a multimodal transportation network, including walkability, bike infrastructure, public transit, and road connectivity—reducing car dependency and improving access for everyone.
How does the Cascadia development fit into the West Greeley Community Subarea Plan?
The Cascadia development is a proposed project within the West Greeley area and may serve as a catalyst or early stepping stone for future development in the region. However, the West Greeley Subarea Plan is being designed to stand on its own, regardless of whether Cascadia moves forward.
This planning effort will provide a comprehensive framework for cohesive, mixed-use, mixed-income development across West Greeley—ensuring long-term success and quality of life with or without Cascadia. The plan looks beyond any single project to create a unified vision for the entire subarea
Why is this plan important now?
As West Greeley continues to attract new development, this is a critical moment to guide that growth in a sustainable, equitable, and community-centered direction. Planning ahead helps prevent sprawl, protects quality of life, and ensures that infrastructure and services keep pace with growth.
