The 15th Avenue Court underpass in the Farr-Hillside neighborhood plays an important role in our community, providing a vital link between the north and south sides of Greeley. It's a well-used route for students, cyclists, and pedestrians of all ages, offering a safer way to cross beneath busy U.S. 34 to avoid fast-moving traffic above.
Over time, we’ve heard from neighbors and regular users that the current tunnel doesn’t fully meet the community’s needs — especially when it comes to safety and appearance. In response, the City of Greeley is redesigning the underpass to make it safer, more accessible, and more enjoyable for everyone who uses it.
Project Goals
This upgraded underpass will:
Provide better access for maintenance crews and emergency responders
Provide an accessible, ADA-compliant underpass route
Improve safety with enhanced lighting and security cameras
Make the space feel bright, open, and welcoming

City staff and engineers from Bolton & Menk met with people who live in the area to discuss the design for the pedestrian underpass in January 2023, April 2024, and May 2025. Based on these meetings, we have created a preliminary design that meets accessibility needs, creates a more welcoming atmosphere, and improves safety and security for everyone.
Before we finish, you can help us finalize the aesthetic details! We're exploring three options for the slopes surrounding the tunnel entrances, as well as three treatments for the tunnel walls.
