The 15th Avenue Court underpass in the Farr-Hillside neighborhood plays an important role in our community, providing a vital link between the north and south sides of Greeley. It's a well-used route for students, cyclists, and pedestrians of all ages, offering a safer way to cross beneath busy U.S. 34 to avoid fast-moving traffic above.
Over time, we’ve heard from neighbors and regular users that the current tunnel doesn’t fully meet the community’s needs — especially when it comes to safety and appearance. In response, the City of Greeley is redesigning the underpass to make it safer, more accessible, and more enjoyable for everyone who uses it.
Project Goals
This upgraded underpass will:
Provide better access for maintenance crews and emergency responders
Provide an accessible, ADA-compliant underpass route
Improve safety with enhanced lighting and security cameras
Make the space feel bright, open, and welcoming
Our goal is to create a space that not only supports safe travel but also reflects the pride and character of Greeley. This project is about more than infrastructure— it’s about investing in a place where people feel secure, connected, and inspired.

We've been meeting with community members since 2023 to develop the preliminary design needs of the project. Now, it's time for the fun part! Help us celebrate our community with thoughtful design and public art elements. Using the tools below, you can help us finalize the design by voting on the slope design and wall treatment of the tunnel.

On May 21, we met with residents from the surrounding neighborhood to share our current design concepts for the pedestrian underpass.
From that group, we heard recurring themes:
Broad support for improvements to the underpass
Preference for a grass slope design (instead of concrete) and a natural stone wall
A desire for fencing that provides safety without compromising on aesthetics
