Greeley Waste Diversion Study

The City of Greeley is building a new underground storm drain system to prevent flooding in the downtown area. Phase 1 of the project is underway, close to 10th Street and U.S. 85 near the Poudre River. This phase involves infrastructure, public art, river restoration, and an extension of the Poudre Trail. Phases 2 through 4 will continue along 12th Street in downtown Greeley.This project is necessary to reduce flooding in the area. In the past, floods have caused problems with traffic and damaged homes and businesses. Why investing in modern and updated drainage systems is so crucial for Greeley? Homelessness and housing insecurity is a hot-button issue across the nation and in the Greeley area. The City of Greeley, along with local non-profits, have met since 2020 to discuss ideas for addressing homelessness and affordable housing issues. Your input will provide Greeley City Council with a comprehensive picture of how the community understands and interacts with this issue.

Officials are designing possible improvements for the 16th Street corridor between 7th and 11th avenues aiming to:<ul><li>Slow the speed on 16th Street to improve safety</li><li>Create a walkable environment</li><li>Revitalize the corridor </li><li>Maintain as much parking as possible</li><li>Increase the connection between UNC and downtown</li></ul>Project BackgroundOn the edge of the downtown area and the northern side of the University of Northern Colorado campus, 16th Street needs to support many forms of transportation.Much of the area lacks bike facilities, and sidewalks are too narrow. This vital corridor also needs more landscaping and consistent designs to support all the different businesses and activities that use 16th Street.

16th Street Enhancement Project

Based on recommendations from the <a href="https://greeleyevanstransit.com/wp-content/uploads/2023/08/Greeley-Transportation-Plan-Greeley-on-the-Go-March-2023.pdf" rel="noopener noreferrer" target="_blank">City of Greeley&rsquo;s 2045 Transportation Plan</a>, the city plans to launch a pilot for community members to rent shared e-scooters and e-bikes provided by a private business vendor* in downtown Greeley and surrounding areas.During the 12-month pilot program, which launches in summer 2024, the public will be able to rent these shared micromobility devices using an application on their smartphone. The devices will be operable throughout a Pilot Micromobility Zone. (See the proposed map below.) The Micromobility Study will help city leaders evaluate this new transportation option and the business license program. The findings from the pilot will be brought to City Council to discuss and identify future, long-term plans for micromobility in Greeley, Colorado.*The business provider will be selected based on a competitive evaluation process and operate courtesy of a pilot shared micromobility business license. Find additional details under FAQs.<hr><h2>Pilot Study Goals</h2>This page will be active throughout the course of the pilot program so community members can share feedback on their experience with shared e-bikes and e-scooters. The study is designed to evaluate: <ul><li>Options for residents to access shared-use micromobility.</li><li>Impacts of shared-use micromobility businesses on public space.</li><li>The effectiveness of impact mitigation strategies.</li><li>The performance of evolving transportation modes.</li><li>Any necessary pilot business license amendments needed for a long-term agreement.</li></ul>City staff will bring collected data and feedback to City Council for review during the last quarter of the program (anticipated summer 2025).
