Greeley Interwoven
Greeley is undergoing significant growth. We aim to make this development thoughtful and purposeful. Through careful planning, we strive to ensure that Greeley remains a great place to live, work, and play. How do we do that? By shaping neighborhoods, roads, parks, and new developments that reflect our community’s needs.
The comprehensive development plan, Imagine Greeley, adopted in February 2018, has evolved due to the city's growth. The Greeley Interwoven initiative is guiding our current adaptations to this plan.
Think of Greeley as a quilt, where homes, parks, roads, and shops are interwoven to create a vibrant community. Effective planning connects these elements, enhancing the quality of life for residents. The city has launched area plan projects with strategies tailored to the specific needs of each area of our community.
Greeley Interwoven serves as our long-range planning framework, which includes both the West Area Plan and East Area Plan. More area plans are expected to emerge in the future. Each area plan is unique but interconnected through common standards for safety, design quality, housing choice, and sustainability.

What is Long-Range Planning?
Planning shapes everything, from where you live, to how you move, to how you play. In Greeley, long-range planning:
- Creates the foundation for well-designed streets, transportation and infrastructure.
- Strengthens neighborhood bonds so places stay safe, welcoming, and connected
- Designs parks, trails, and gathering spaces that bring people together and support well‑being
- Supports affordable, accessible homes close to daily needs
- Preserves community character even as we grow and change
- Connects neighborhoods with intentional, well-designed transportation and mobility options
- Ensures reliable utilities and emergency services reach every household
- Coordinates investment so neighborhoods evolve with care, not chaos
Types of Planning
Below are the different types of planning and what each one helps accomplish. Each has a different focus, whether it be on an area, neighborhood, or specific topic like housing, parks, and transportation - they are all deeply intertwined. Together, they form a woven approach to building a healthy, welcoming, and well-planned Greeley.
What is Area Planning?
Area planning is how we tailor-fit solutions for specific areas of Greeley. Each area is a distinct swatch of the city’s fabric, and this planning process helps us weave them together into a stronger, more connected whole.
- Think of it as crafting a custom pattern for each part of the city—because no two areas are the same.
- These plans stitch together land use, parks, transportation, housing, and long-term investments that will shape the city for years to come.
What is Neighborhood Planning?
Neighborhood planning focuses on the close-knit weave of our existing neighborhoods where everyday life unfolds.
- It’s how we strengthen the local ties that make up our city’s social and physical fabric.
- These plans empower neighbors to shape what matters most: safety, services, character, and community pride.
What is Topical Planning?
Topical planning is a focused strategy for how individual City services, components, and infrastructure will develop to meet the needs of our community in the future. This can include:
- Parks, trails, and open lands
- Transportation and mobility
- Utility services
- Emergency services and disaster relief
- Housing and homeless solutions
- Economic development
Key Terms
- Land Use: How land is used—like for houses, businesses, parks, or schools.
- Zoning: Rules about what land uses are allowed and how the site is laid out.
- Site Planning: Planning where things go within a piece of land, like where a building, parking, or landscaping will be placed.
