In 2023, the City of Greeley joined Proposition 123, a state program that provides funding to help make housing more affordable for Colorado residents. To qualify for this funding, the City must speed up the review process for affordable housing projects.

Recently, the City also adopted the Housing for All Strategic Plan, which supports this faster review process and encourages flexibility in development standards to make it easier and more cost-effective to build affordable housing.

To put these goals into action, the City is proposing updates to the development code. The draft amendment would officially establish the city’s expedited review process and adjust several standards to support deed-restricted affordable housing—especially in areas close to public transit, parks, and recreation opportunities. These changes aim to help more families and individuals find safe, quality housing they can afford.

Deed-restricted affordable housing means the property includes a legal agreement that limits how it can be sold or rented to keep it affordable for a set period of time, often for low- to moderate-income households. These limits help preserve long-term affordability and prevent rapid price increases in the housing market.

City staff worked with consultants and community stakeholders to develop the proposed changes. The revisions offer more flexibility in areas like building height, setbacks, parking, open space, and public amenities. The draft code also includes a fast-track process to give affordable housing developers more certainty about when the city will make decisions on their applications.
