Downtown Greeley Master Plan Update
The 'Downtown 2032 – The Path Forward' updates Downtown Greeley’s Master Plan. The plan was last reviewed in 2011. It looks at the long-term vision and identifies priorities to guide improvements and investments downtown over the next ten years. The planning process will run through Fall 2022. Inclusive and effective community engagement is essential for creating a successful Downtown Plan Update for the City of Greeley.

- Since the last downtown plan was completed in 2011, the City of Greeley and the Greeley Downtown Development Authority (DDA) have worked to improve downtown by investing in community events, beautifying streets, sidewalks, alleys, and parks, adding more public art, and more. The City and DDA have also successfully recruited new development or redevelopment on underused land and have welcomed new businesses, mixed-use development, and housing in the downtown area.
- These efforts have resulted in a downtown resurgence and have strengthened Greeley’s role as a well-recognized cultural and creative hub in the region. This downtown planning effort will build upon this momentum to create an updated work program for the City and DDA for the next ten years.
- To assist with this planning process, the City of Greeley has contracted with Progressive Urban Management Associates (P.U.M.A.) and Livable Cities Studio to develop the Downtown 2032 – The Path Forward plan, which will include broad outreach to the community.
- We want to hear from community stakeholders throughout the planning process. A community stakeholder is anyone with a connection to Downtown Greeley: whether they live there, work there, own a business or property, are part of a non-profit or advocacy organization, or a school or church.

This plan will help guide growth, investments, and improvements in Downtown Greeley over the next decade. Downtown 2032 – The Path Forward provides a roadmap for citywide decision-making and strengthening Downtown’s role as the heart of the region. It also educates the general public about Downtown’s importance to the larger Greeley community and Northern Colorado. Next steps will be to determine who "owns" and orchestrates the key objectives to ensure the success of the recommendations listed in the plan.
It is with gratitude that we express thanks to the over 1,250 individuals, groups, institutions, organizations, and City staff who helped inform the development of the Greeley Downtown Plan Update. The plan was created through a partnership between the City of Greeley and the Greeley Downtown Development Authority (DDA).

A huge thank you to everyone that provided their thoughts, dreams, and vision for what Greeley's downtown might look like over the next 10 years. From amenities to shopping to living and working and even spaces to play, the Downtown 2032 master plan considers all this and more, including infrastructure, how we get from place to place, safety, and connectivity.
What's next? A draft Downtown Master Plan will be presented to the Greeley Planning Commission and during the City Council work session on Tuesday, January 10. Meeting agendas and additional information for both meetings can be found by visiting the City's meeting portal.
A final hearing is scheduled for Tuesday, January 17 during City Council's regular meeting at 6:00 p.m.

During the open house, attendees can:
- review community input to date;
- hear from planning staff about the existing conditions in downtown Greeley and;
- offer feedback on draft plan concepts and recommendations.
Residents can stop by anytime during the open house hours. Staff will not provide a formal presentation but will be available to discuss ideas or answer questions throughout the evening. Light refreshments will be available. This event will accommodate Spanish speakers.
The Downtown 2032 plan updates downtown Greeley’s current master plan created in 2011. The plan looks at the long-term vision for downtown and identifies priorities to guide improvements and investments over the next ten years.
“Downtown Greeley has made great strides over the past 10 years,” said City of Greeley Community Development Director Becky Safarik. “We encourage all residents to come, check out what the next 10 years could look like for downtown, and share your feedback.”
We’ve Come a Long Way
Since the last downtown plan was completed, the City of Greeley and the Greeley Downtown Development Authority (DDA) have worked to improve downtown by:- investing in community events
- improving streets, sidewalks, alleys, and parks
- adding more public art
- successfully recruiting new development or redevelopment on underused land
- welcoming new businesses, mixed-use development, and housing in the downtown area.
To assist with the current planning process, the City contracted with Progressive Urban Management Associates (PUMA) and Livable Cities Studio to develop the Downtown 2032-The Path Forward plan. PUMA was also contracted to create the 2011 plan.
So far, City staff and PUMA conducted five roundtable discussions with downtown stakeholders, met with a community advisory group as well as a city technical team, hosted a table during Friday Fest to gather public input, and conducted a community-wide survey that received nearly 1,100 responses. The process also includes:
- a market assessment that looks at the housing market, retail, and businesses
- a capital improvement assessment addressing streets, pedestrian mobility, and connectivity
- an urban design analysis that looks at spaces for residents, parking, biking, and safety
What’s Next
The PUMA team will present draft plan concepts during the Oct. 26 community open house based on feedback and documentation gathered to date. Comments from the open house will be considered and incorporated into a final plan.

The closure will allow park crews to reseed the grass and complete tree trimming work throughout the park. After the work, periodic watering will be required throughout the day until the new grass is established. The park will remain closed until the grass becomes healthy enough to no longer require additional watering.
“Previously, crews have spot-treated areas due to high foot traffic and dry seasons,” said Jon Anaya, parks manager. “This year, over sixty percent of the park is in need of seeding and sod. Though inconvenient for visitors, closing the park while we work is much safer and more efficient.”
To keep Lincoln Park closed for renovations, the fences from the Downtown Development Authority’s Oktobrewfest—Sept. 23-24—will stay in place through this work. Visitors can access the sidewalks around the edges of the park but not the diagonal sidewalks within the park itself. The Portland Loo bathroom, located on the east side of Lincoln Park, will stay available. The Lincoln Park playground will be closed.
This project is paid for through the culture, parks, and recreation general operating budget.
