Greeley is investing in a stronger, more vibrant future for all of us.

We’re modernizing the essential infrastructure that keeps our community running—today and for generations to come. The Downtown Greeley Revitalization Infrastructure Project covers nearly 20 blocks with upgrades to water lines, sanitary sewer, stormwater, roads, sidewalks, and streetscapes. Construction begins in Summer 2026 and will be completed in phases.

Starting in our historic downtown core allows us to tackle the oldest and most critical parts of our underground systems first. These improvements will deliver reliable services, better flood protection, safer streets, and a more walkable, welcoming downtown that supports local businesses and community events for years ahead.

Stormwater Improvements

  1. New, larger stormwater infrastructure
  2. New stormwater inlets with more capacity at key intersections
  3. Significantly increased drainage capacity

By better managing stormwater, the downtown area will experience fewer flooded streets, reduced risk of property damage, and greater peace of mind during heavy rains, including managing a 100-year storm event. Water & Sewer Improvements

  1. Replacement of aging pipes (some over 100 years old)
  2. More reliable water and sewer service
Why this matters to you: Much of downtown’s existing infrastructure is old and undersized, leading to potential breaks, low water pressure, and service disruptions. These replacements will provide a more dependable water service and efficient sewer systems for homes and businesses. They also build the necessary capacity to support future growth.

Roadway Improvements

  1. Smoother, longer-lasting pavement
  2. Enhanced intersections for safer driving
Why this matters to you: These improvements to our roads will make driving through downtown smoother, safer, and more reliable. Better pavement creates a more comfortable ride and reduces wear and tear on vehicles, while upgraded intersections help improve traffic flow and increase safety for drivers, cyclists, and pedestrians.

Streetscape & Mobility Improvements

  • Downtown stays open — businesses will remain accessible
  • Pedestrian and traffic access will be maintained
  • All scheduled downtown events will continue as planned

  • Temporary traffic changes, parking adjustments, and detours will happen at times
