As soon as Monday, September 21, the block of 9th Avenue between 11th and 12th streets will close for several months while crews install new stormwater infrastructure.

What is Being Done?

The work area is tight, and the stormwater structures are too large to install as pre-cast pieces. Instead, crews will build the structures on-site. This construction approach will create more durable structures that provide a long-term solution for downtown infrastructure needs.

Building the system in place will also help reduce project costs. Once complete, the project will help reduce downtown flooding and support future development by improving the City’s water, sewer, and stormwater infrastructure.

Stop by to meet the project team, ask questions and learn about current and upcoming work downtown. The event is free and open to the public. No RSVP is required.

Beginning Tuesday, September 1, the intersection of 8th Avenue and 10th Street will close for several weeks while crews complete water and sewer work. The intersection may reopen at times as work allows, but lane closures may remain in place.

Work will also take place north and south of 10th Street, and traffic routes may change during construction.

Please use posted detours:

• From the south: 13th Street to 11th Avenue
• From the north: 5th Street to 11th Avenue

Businesses, sidewalks, pedestrian access and parking lots will remain open. Some on-street parking near the intersection may be unavailable.

Beginning on Monday, August 17, the intersection of 7th Avenue and 10th Street will fully close while crews install new underground water and sewer lines.

What to Expect

• Drivers should follow posted detours on 6th Avenue and 8th Avenue.
• Temporary street parking closures will be in place near the intersection on 7th Avenue and 10th Street.
• Businesses, sidewalks, and pedestrian access will remain open during construction.
• Greeley-Evans Transit Route 4 will be affected by the detour. Riders should check route schedules for updates.

City leaders, project partners, downtown businesses and community members gathered Tuesday morning to mark the official start of Greeley’s Downtown Infrastructure Improvements Project, a major milestone in the City’s Downtown Revitalization Program. The multi-year project will replace aging water, sewer and stormwater infrastructure beneath downtown, much of which is more than 100 years old, to reduce flood risk, improve public safety and support future roadway, streetscape and mobility improvements.

“A stronger downtown infrastructure system benefits more than one neighborhood,” said Mayor Pro-Tem Melissa McDonald. “It protects public and private investment, supports local businesses, improves access, and helps ensure downtown remains a safe, active, and welcoming center of our city.”

Construction is underway along 7th Avenue between 9th and 10th streets, the first phase of nearly 20 blocks of planned improvements throughout downtown Greeley.

Big Boy No. 4014 rolled into Greeley this afternoon, bringing plenty of steam, whistles and excitement to the 10th Street crossing near the Colorado Model Railroad Museum.

City of Greeley staff were on site with a booth to share information about the Downtown Infrastructure Improvements Project, which begins July 30. While many visitors came from out of town to see Union Pacific’s legendary steam locomotive, several Greeley residents stopped by to learn more about upcoming improvements downtown and ask questions about what to expect during construction.

The City of Greeley has launched a new project dashboard on the Downtown Infrastructure Speak Up Greeley page, giving residents and downtown businesses one easy place to find the latest project information.

Just click on the Project Dashboard button and you'll be directed to a single site with construction updates and a preview of what’s coming next as improvements continue downtown.

Residents can also use the dashboard to plan visits to downtown Greeley. Current roadway detours and an updated parking map are available to help drivers, pedestrians, customers, and business owners navigate the area as construction progresses. The dashboard will continue to be updated throughout the project.

The dashboard also provides a closer look at project progress, including a pipe-tracking system that shows how much pipe is being replaced by type. A graphic showing current construction project spending is also available. These tools are part of the City’s ongoing commitment to transparent, timely communication with residents and downtown business owners.

Overview

The City of Greeley hosted a public open house on June 22 at the Greeley Recreation Center to share information about the upcoming infrastructure improvement project. The event was set up in an informal, walk-through format with informational boards positioned throughout the room, allowing attendees to move at their own pace and engage directly with project team members.

In addition to the project boards, a business support table was available to connect nearby business owners with resources and assistance related to construction impacts.

Handouts provided information about water utility improvements and the Civic Center Campus, giving attendees additional context on related City initiatives.

The event was marketed through social media, the SpeakUp Greeley project page and other City channels, including newsletters, to encourage community awareness and attendance.

Nearly 30 people attended, the majority of whom were project team members and partner agencies. About 12 attendees represented the public, including nearby residents and business owners who came out with genuine interest in the project.

Public Sentiment

Overall public sentiment toward the project was positive, with attendees expressing support for the upgrades the project will bring to the area. Some attendees raised concerns about parking and potential impacts to nearby businesses during construction. Attendees were pleased to learn that detour maps, parking impacts and other project updates will be posted to SpeakUp Greeley, which will serve as the central hub for all project information.

Another concern raised was the potential impact to businesses during the upcoming holiday season. The project team was able to share that this feedback had already been heard and incorporated, and that work has been phased to avoid impacting businesses during that critical period.

One comment expressed general frustration with construction activity in Greeley overall rather than concerns specific to this project. Aside from that comment, feedback was supportive of the project and its goals.
