Many of the existing water lines in the Farr Neighborhood are nearly 70 years old and are in backyards. Because these older lines are more likely to leak or break, repairs can require crews to dig through yards and disturb fences, landscaping and private property.
To improve service and make future maintenance easier, the city is moving water lines to the front of homes and installing new water meters there. Each home will be connected to the new system, and the old backyard water lines will be taken out of service. Sewer lines will remain in place and will not be moved.
Where Work Will Occur
Work will begin west of 11th Avenue between 24th and 25th Streets and continue west toward 17th Avenue.
Project Schedule
Phase 1A began in January 2026, with construction of a new water main and water meter pits on 12th Avenue Court. Once that work was complete in May 2026, an outside contractor connected each property to its new water meter pit.
Future work includes:
Phase 1B: beginning summer 2026
Phase 1C: beginning fall 2026
Phase 1D: following completion of Phase 1C

What Residents Can Expect
Temporary road closures and water shutoffs for residents along 25th Street between 10th and 17th Avenues

Possible unplanned water outages, which are expected to last only a few hours
Driveway parking available on weekdays between 5 p.m. and 8 a.m. and all day on weekends
The city will notify affected residents in advance of any planned water shutoffs and will work to maintain access to homes during construction whenever possible.

If repairs are made before the damage is reported and reviewed, it may limit the City’s or contractor’s ability to verify the claim.

Avoid making permanent repairs before the issue is reviewed, unless there is an immediate safety concern
Please note that repair or reimbursement requests may be denied if the City and contractor were not given the opportunity to inspect the reported damage before repairs were completed.
