The 16th Street Enhancement Project kicks off construction on November 18!
Underground utility replacement work and canal crossings will run through March 2025. After, we'll begin the transportation work and aesthetic upgrades, which are expected to last into summer.
Representatives from the City of Greeley, Connell Resources (Contractor), Ditesco (Construction Management), and Felsburg Holt & Ullevig, FHU (Engineering) will be at John Galt Coffee, 709 16th Street, from 4-6 p.m. on Thursday, November 14, to review the project timeline, traffic management plans, detour routes, and access accommodations. The city, its contractors and consulting engineers will make themselves available to answer community questions and discuss specific concerns during this pre-construction meeting.

The City of Greeley issued a bid proposal on September 5, 2024, for underground utility work related to the 16th Street Enhancement Project. Upcoming construction work will focus on water and sewer improvements including replacement of lead pipe and meters. This utility project is an important next step and will contribute to the success of the project, which aims to slow traffic, improve safety and parking, make a pedestrian-friendly community space, create connection between UNC and downtown and improve the corridor’s look.
NEXT STEPS:
- Contractor bid proposals are due September 26, 2024.
- Once a contract is awarded, further details will be provided on the schedule of planned work.
- The project team plans to engage with business and property owners in early October. Stay tuned for more information.

The 16th Street Enhancement Project final design has been underway since 2023 with a planned construction start in 2024. At this time, we have made the difficult decision to shift the construction start to 2025. We apologize for this adjustment in the construction schedule.
We have been working to locate all of the underground utilities along the entire corridor to account for any necessary realignment or replacement of outdated utilities. Unfortunately, we do not have accurate data on the location of the utilities and will need approximately four more months to identify exactly where they are located and what improvements may be needed. The additional time is necessary to remove uncertainty before the construction phase of our work begins and to deliver an expedited schedule.
This will ultimately help to minimize disruption to our local businesses and residents along the corridor.
The tentative plan moving forward will be to separate the construction into two separate contracts:
- Underground utility construction – estimated completion by the end of 2024
- Remaining surface reconstruction of 16th Street – estimated completion Summer 2025
Once the city finalizes these plans, we will host another public meeting to review the planned construction schedules and gather input from businesses and residents along the corridor.

Revitalization, safety, and accessibility
The 16th Street enhancements project is focused on 7th Avenue to 11th Avenue. This is a vital east-west corridor in the heart of eastern Greeley. When this project is complete, this area will be an exciting new destination for locals, students, and visitors to experience the shops and restaurants and create walkable connections to UNC.
This project is the next step in an ongoing discussion over the past several years. The community helped us create a vision and conceptual designs, and now we want your feedback to shape the final design for construction (anticipated for Fall 2023).
This corridor is part of a broad master plan for revitalization projects for the downtown Greeley landscape. This project will provide safer streets, vital connections, and help local businesses to thrive.

Businesses and property owners along the corridor will play a vital role in helping to shape the future landscape of the area. So will the public and community organizations, boards, and commissions. In support of project goals, the project team will:
- Employ the assistance of resident experts
- Hold community events
- Create opportunities to listen and learn from the community
