16th Street Enhancement Project
Running from downtown to the University of Northern Colorado, the section of 16th Street between 7th and 11th Avenues is a vital part of our community – but this historical area lacks modern amenities and mobility options. The 16th Street Enhancement Project will bring wider, more even sidewalks and ample parking. It will also improve traffic safety, as current speeds along the corridor are unsafe for anyone walking or biking in the area.
City of Greeley planners asked more than 100 people who live and work in the area how it could be improved for the entire community. We have used that feedback to redesign 16th Street for many forms of transportation and bring better landscaping, lighting and parking to the area.
The new-and-improved 16th Street will enhance the community experience for residents and visitors alike, contributing to the vibrant tapestry of our city.
Project Goals
Based on extensive feedback, community goals aim to:
- Slow traffic to improve safety
- Improve the corridor’s look
- Make it a safe, pedestrian-friendly community space
- Improve parking options
- Create a positive connection between UNC and downtown
The transformation of this corridor transcends urban planning – 16th Street directly impacts how prospective UNC families perceive Greeley. Elevating this crucial area encourages university visitors to invest not only in their education, but also in our city. We want UNC prospects to become UNC students and staff, and ultimately, to become lifelong Greeley residents.
A recent McKinsey study forecasted a potential 11% employment growth in college-centric towns over the next decade, particularly in STEM, healthcare and creative fields. The 16th Street Enhancement Project embraces our college town and encourages students to put down roots right here in Greeley, creating an adaptable workforce for existing and future businesses. This kind of economic diversity will help position Greeley as a future-forward city.
Current Status
The first phase of construction, which involved underground utility work in the area, was completed February 2025. The second phase involves aboveground work to the transportation corridor as well as aesthetic upgrades. Phase two work begins May 28.

Crews continue to make strong progress on the south side of 16th Street, with this stage now 11% complete. Underground drainage installation at 9th Avenue is underway, and you will soon start seeing new pavement and curb take shape between 8th and 10th Avenues.

Travel is open to westbound traffic on 16th Street. Traffic signals have been removed or bagged, and the intersections are partial roundabouts.

With westbound traffic open, crews are focused on the south side of 16th Street. All street lights have now been removed on the south side and have been replaced with temporary lighting. To keep the project moving on schedule, we expect Saturday work to resume on September 27.

Crews worked through summer heat and on weekends to make sure this milestone was delivered on time, marking the second milestone to be delivered early or on schedule. Pedestrian access is also fully open on the north side. This accomplishment wouldn’t have been possible without the hard work of the construction crews and the patience of businesses and residents along the corridor – thank you!

Eastbound lane closure is in place with traffic flowing westbound only between 8th and 11th Avenues.
Traffic signals are removed or bagged – intersections are functioning as partial roundabouts.

Asphalt milling and removal between 8th and 11th Avenues.
Sidewalk and curb/gutter demolition has begun on the south side of 16th Street, starting at 8th Avenue. Work will initially affect businesses located east of the 7-Eleven. As before, crews will work in half-block increments and will do their best to minimize disruption. What you can expect:
Each business can expect activity in front of their property to last about three days.
A crushed base course will be placed and compacted after removals. Once compacted, it will be safe to walk on.
Flaggers will be on-site to help direct pedestrians safely around the work.
While we plan to maintain access at all times, there may be short 10 -15 minute periods when we are working directly in front of entrances. During those times we will pause work as needed to ensure customers can still get in and out.
